Prof. Jagdeep S. Chhokar, co-founder of the Association for Democratic Reforms (ADR) and a prominent advocate for electoral transparency in India, passed away early Friday in Delhi due to a heart attack. He was 81 years old.

A former professor at IIM Ahmedabad, Prof. Chhokar, founded ADR in 1999 with a vision to strengthen Indian democracy by ensuring voters had access to complete information about political candidates.

Under his leadership, ADR fought landmark legal battles that led to reforms, including the disclosure of candidates’ criminal records, assets, liabilities, educational qualifications, the disqualification of convicted MPs and MLAs, the introduction of the NOTA option, and bringing political parties’ tax returns under public scrutiny. His efforts were also instrumental in challenging the electoral bonds scheme.

Retired Major General Anil Verma, ADR chief, described Prof. Chhokar’s contributions as 'milestones in the country’s electoral history', noting that his work ensured greater accountability and transparency in Indian politics.

Prof. Chhokar’s journey began in 1999 when he, along with 11 professors and students, laid the foundation of ADR.

Inspired by concerns over the increasing entry of criminal elements into politics, he believed that, like company balance sheets, leaders’ 'character sheets' should also be publicly available.

ADR’s legal activism, spearheaded by Prof. Chhokar, led to a Supreme Court ruling mandating that all electoral candidates submit affidavits detailing their personal, financial, and legal backgrounds. These reforms have empowered voters across India to make informed choices.

Prominent political analyst Yogendra Yadav said, "Prof. Chhokar remained committed to transparency until his last moments. His vision and persistence transformed the way Indian democracy functions."

Prof. Chhokar’s legacy continues to shape India’s electoral landscape, ensuring that democracy is strengthened by informed voter participation.
