Discrepancy in Poll Expenditure Claims by Parties, MPs in Last LS Polls

The latest report by Association of Democratic Reforms (ADR) throws light on the discrepancy in expenditure declarations made by MPs and political parties in the last Lok Sabha polls. The report, which analysed ‘lumpsum amount given to the candidates’ and the abstract statements of candidates on ‘lumpsum amount received from the parties’, has found a mismatch of Rs 6.73 crore.

Lumpsum amount granted by parties to their MPs for election expenditure:

  1. INC, being the party with the maximum number of MPs (206), has provided aid to 123 MPs while BJP has declared  that the party did not provide any lumpsum amount to even one winning candidate.
  2. BSP and NCP have declared that the parties did not provide any lumpsum amount to their candidates for  expenditure during Lok Sabha elections, 2009
  3. CPI and CPM have provided aid to 2 and 13 MPs respectively.
  4. Only INC and CPM provided more than Rs 10 lacs to their MPs. INC gave Rs 25 lacs to Shri Rahul Gandhi and Rs
  5. 15 lacs each to Shri Kamal Nath and Shri Paranab Mukerjee
  6. CPM gave more than Rs 10 lacs to 12 of its MPs
  7. There were a total of 171 MPs from 32 (31+ IND) regional parties of which the complete information is available for 111 MPs.

Lumpsum amount declared by MPs as received from their parties:

  1. 81 MPs from INC have declared NIL lumpsum amount received from their party while INC has said that a total of Rs 8,09,00,000 (~Rs 8.09 crores) was provided to the 81 MPs
  2. 9 MPs from INC have declared amounts less than what the party had provided. Difference in amount equals Rs 65,49,303 (~ Rs 65.49 lakhs)
  3. BJP declared that the party did fund any of its MPs, 27 MPs have declared in their affidavits that they received a total of Rs 2,75,49,782 (~Rs 2.75 crores)
  4. BSP and NCP declared that the parties provided no funds to any of their candidates, but Mr. Dhananjay Singh of BSP declared that he had received Rs. 2.5 lacs from his party while Mr. Sameer Magan Bhujbal of NCP declared that he has received Rs. 4 lacs from his party
  5. Mr Anirudhan Sampath of CPM declared he received Rs 19,02,458 from the party while the party declared otherwise.
  6. Similarly, Mr. P. Lingam of CPI declared he had received Rs. 18.57 lacs as a lump sum amount from the party  while the party has not listed his name as one of the recipients
  7. Only INC and CPM provided more than Rs 10 lacs to their MPs. INC gave Rs 25 lacs to 1 MP and Rs 15 lacs to 2  MPs while CPM gave more than Rs 10 lacs to 12 of its MPs.
