Analysis of Current Ministers from 27 States Assemblies, 3 Union Territories and the Union Council of Ministers 2025
Association for Democratic Reforms (ADR) and National Election Watch (NEW) have analysed the self-sworn affidavits of current Ministers from State Assemblies, Union Territories and the Union Council of Ministers. 643 out of 652 Ministers have been analysed across 27 State Assemblies, 3 Union Territories and the Union Council.
Key Findings
Out of the 643 ministers analysed, 302 (47%) ministers have declared criminal cases against themselves.
174 (27%) ministers have declared serious criminal cases including cases related to murder, attempt to murder, kidnapping, crimes against women etc.
136 (40%) out of 336 ministers from BJP, 45 (74%) out of 61 ministers from INC, 13 (33%) out of 40 ministers from AITC, 27 (87%) out of 31 ministers from DMK, 22 (96%) out of 23 ministers from TDP, 11 (69%) out of 16 ministers from AAP,4 (29%) out of 14 ministers from JD(U) and 7 (54%) out of 13 ministers from Shiv Sena have declared criminal cases against themselves in their affidavits.
88 (26%) out of 336 ministers from BJP, 18 (30%) out of 61 ministers from INC, 8 (20%) out of 40 ministers from AITC, 14 (45%) out of 31 ministers from DMK, 13 (57%) out of 23 ministers from TDP, 5 (31%) out of 16 ministers from AAP,1 (7%) out of 14 ministers from JD(U) and 3 (23%) out of 13 ministers from Shiv Sena have declared serious criminal cases against themselves in their affidavits.

29 (40%) Out of 72 ministers analysed from Union Council have declared criminal cases against themselves.
Out of 30 state/UT Assemblies, in 11 of them more than 60% of the ministers have criminal cases registered against them. These 11 include Andhra Pradesh, Tamil Nadu, Bihar, Odisha, Maharashtra, Karnataka, Punjab, Telangana, Himachal Pradesh, Delhi and Puducherry.
In the 4 State/UT assemblies of Haryana, Jammu & Kashmir, Nagaland and Uttarakhand none of the ministers have declared criminal cases against themselves.
The average of assets per minister from State/UT Assemblies and Union Council is Rs 37.21 Crores.
Out of the 643 ministers analysed from State/UT Assemblies and Union Council 36 (6%) are Billionaires.
The total assets of 643 Ministers are Rs. 23,929 Crores.
Out of 643 ministers, 63 (10%) ministers are women.

164 (26%) ministers have declared their educational qualification to be between 5th pass and 12th pass, while 454 (71%) ministers have declared having an educational qualification of graduate and above. There are 24 ministers who are Diploma holders and 1 minister has declared himself Illiterate.
37 (6%) ministers have declared their age to be between 25 to 40 years while 393 (61%) ministers have declared their age to be between 41 to 60 years. There are 211 (33%) ministers who have declared their age to be between 61 to 80 years and 2 ministers have declared age above 80 years.
