Congress outspent BJP on party propaganda and social media ads during the 2025 Delhi assembly polls, though BJP led overall in total expenditure and funds raised, per an ADR analysis of election filings. BJP reported Rs 57.65 crore total expenses—including Rs 39.14 crore on propaganda—against Congress’s Rs 46.19 crore, with the latter spending Rs 40.13 crore on propaganda and Rs 5.95 crore on social media versus BJP’s Rs 5.26 lakh. AAP trailed at Rs 14.5 crore total, with Rs 12.12 crore on propaganda and Rs 3 crore on digital campaigns. BJP raised Rs 88.7 crore, Congress Rs 64.3 crore, and AAP Rs 16.1 crore, mostly via cheques/DD (74%) at central levels; BJP won 48 of 70 seats, AAP 22, Congress zero. Nine parties’ combined outlay hit Rs 120.3 crore, up 39% from 2020 for six repeat contenders, with Congress surging 161% in expenses despite no victories.
