Andhra Pradesh Chief Minister N Chandrababu Naidu has been identified as the wealthiest chief minister in India, with declared assets exceeding Rs 931 crore, according to a report by the Association for Democratic Reforms (ADR) released on Monday. On the other end of the spectrum, West Bengal’s Mamata Banerjee is the least wealthy, with assets amounting to just Rs 15 lakh.
Top three richest and poorest CMs
Following Naidu, Arunachal Pradesh’s Pema Khandu is the second wealthiest chief minister, declaring assets worth over Rs 332 crore. Karnataka’s Siddaramaiah ranks third, with assets valued at more than Rs 51 crore.
Among the less affluent, Jammu and Kashmir’s Omar Abdullah, with assets worth Rs 55 lakh, is the second poorest CM, followed by Kerala’s Pinarayi Vijayan, who has declared assets of Rs 1.18 crore.
Average CM wealth and national comparison
The report noted that the average asset value of India’s 31 chief ministers, drawn from state assemblies and union territories, is Rs 52.59 crore. This starkly contrasts with India’s per capita net national income (NNI) for 2023-2024, which stands at approximately Rs 1,85,854.
Furthermore, the average self-income of a chief minister, at Rs 13,64,310, is about 7.3 times the country’s per capita income. Collectively, the total assets of the 31 chief ministers are worth Rs1,630 crore.
Liabilities and debt
Khandu also holds the distinction of having the highest liabilities, amounting to Rs 180 crore. Siddaramaiah has liabilities of Rs 23 crore, while Naidu has more than Rs 10 crore in liabilities.
Criminal cases declared by CMs
The ADR report highlighted that 13 chief ministers, or 42 percent of those analysed, have declared criminal cases against themselves. Notably, 10 CMs (32 percent) face serious charges, including attempted murder, kidnapping, bribery, and criminal intimidation.
Representation of women
Among the 31 chief ministers, only two are women: Mamata Banerjee of West Bengal and Atishi of Delhi.
