Analysis of Income & Expenditure of National Political Parties for FY 2024-25
This report analyses the total income and expenditure incurred, all over India, by all National Parties during FY 2024-25, as declared by the parties in their annual audit report submitted to the ECI.The National Parties include Bharatiya Janata Party (BJP) Indian National Congress (INC), Bahujan Samaj Party (BSP), Communist Party of India (Marxist) CPI(M), Aam Aadmi Party (AAP) and National People’s Party (NPEP).
Key Findings
6 National Parties (BJP, INC, CPI(M), AAP, BSP and NPEP) have declared a total income of Rs 7960.099 cr, collected from all over India.
BJP declared a total income of Rs 6769.1498 cr during FY 2024–25 and spent 55.76% of it, amounting to Rs 3774.582 cr. The INC’s total income was Rs 918.2865 cr, while its expenditure for the year was Rs 1111.9496 cr, which is 21.09% (Rs 193.6631 cr) more than its total income.
BJP has shown the highest income amongst the National Parties, an income of Rs 6769.1498 cr during FY 2024-25. This forms 85.039% of the total income of 6 National Parties during FY 2024-25.
INC declared the second highest income of Rs 918.2865 cr which forms 11.536% of the total income of the 6 National Parties.
Between FY 2023-24 and 2024-25, the income of BJP increased by 55.95% (Rs 2428.6768 cr), while CPI(M) registered a marginal rise of 2.96% (Rs 4.967 cr).
During the same period, the income of INC declined by 25.05% (Rs 306.8325 cr), and BSP decreased by 9.56% (Rs 6.1911 cr).
The income of Aam Aadmi Party (AAP) witnessed a significant growth of 73.20% (Rs 16.6013 cr).
National Parties that received highest income from donations/contributions include BJP – Rs 6124.8583 cr, INC – Rs 522.13 cr, CPI(M) – Rs 84.1775 cr, AAP – Rs 39.224 cr, and NPEP – Rs 2.1404 cr.
Collection by Issuing Coupons of Rs 350.12 cr declared by INC form 38.12% of its total income during FY 2024-25.
The maximum expenditure for BJP has been towards Election/General Propaganda which amounted to Rs 3335.368 cr followed by expenses towards Administrative Costs, Rs 323.05 cr.
The maximum expenditure for INC has been towards Election Expenditure which amounted to Rs 896.225 cr followed by expenses towards Administrative & General Expenses Rs 159.684 cr.
CPI(M) spent the maximum of Rs 78.116 cr on Administrative & General Expenses followed by expenditure of Rs 51.036 cr on Employee Cost.
In FY 2024-25, national parties declared a total income of Rs 7960.099 cr, of which 85.08% (Rs 6772.53 cr) came from donations/contributions and 14.92% (Rs 1187.569 cr) from other sources.
BJP derived 90.48% of its total income from donations amounting to Rs 6124.8583 cr, while AAP received 99.85% (Rs 39.224 cr) and NPEP received 97.74% (Rs 2.1404 cr) of their total income through contributions.
BSP reported 100% of its income (Rs 58.5887 cr) from other sources with no donations, whereas INC received 56.86% (Rs 522.13 cr) from donations and 43.14% (Rs 396.1565 cr) from other sources, and CPI(M) received 48.77% (Rs 84.1775 cr) from donations and 51.23% (Rs 88.4255 cr) from other sources.
Observations of ADR
- INC, CPI(M) and BJP parties submitted their audit reports after a delay of 18 days to 56 days.
- The most common and popular items of expenditure for National parties for FY 2024-25 are election expenses and administrative/general expenses.
- In FY 2024-25, national parties declared a total income of Rs 7960.099 cr, of which 85.08% (Rs 6772.53 cr) came from donations/contributions.
- During FY 2034-25, out of the 6 National parties, only 2 Parties (INC - Rs 350.1215 cr and CPI(M) - Rs 10.41 cr) declared receiving a total income of Rs 360.532 cr from Sale of Coupons.
